Green Halo Webinar Questions & Answers

Q:  What is timing of submitting the Waste Management Plan (WMP)?  Does it need to be submitted at the same time as the initial building permit application documents?
A:  WMP is required before permit issuance.  You will want to create and submit a plan before applying for your building permit.

Q:  Is this the responsibility of the general contractor? We are architects. Are there any Green Halo requirements during permit application submittal or prior to permit issuance? Thanks.
A:  Green Halo plan will need to be in place before you apply for your building permit. We do not determine who will take responsibility for the Green Halo process, the homeowner can choose to do it themselves, or choose an alternate applicant for the process.

Q:  Is this required for all jurisdictions in Sonoma County or just Sonoma County Building department?
A:  Zero Waste Sonoma is going to be working with additional jurisdictions including Windsor, Healdsburg, and Santa Rosa to implement Green Halo in those cities/towns over the coming months

Q:  Does the GC complete the Green Halo submittal PRIOR to Permit review?
A:  Yes

Q;  Are you saying that construction projects that are already underway need to start using this service?
A:  The Sonoma County Green Halo requirements go into effect on May 8, 2025.

Q:  How do we create a Green Halo account for the new permit if we don’t have the building permit number yet?
A:  A building permit number is not required to create a Green Halo account.  

Q:  Is there a cost for the Green Halo APP?
A:  There is no charge to use the Green Halo software.  Each login is limited to 10 active projects.

Q:  What if the project is mostly complete? 
A: Final inspection will not be accepted without an approved Green Halo Waste plan for all projects initialized starting May 5, 2025.

Q:  What if a design professional starts it but then the GC has to take it over how does that work on the website?
A:  Call or chat with Green Halo.  They can make the change.

Q:  Do the contractors get a reduced rate for dumping?
A:  It’s up to the individual recycling facilities

Q:  As an architect,  I'm dictating to the contractor before they are selected before they have been selected.  Am I able to transfer the plans responsibility once the contractor is selected, or do I have to manage this since I prepared it?
A:  Call or chat with Green Halo.  They can make the change.

Q:  can someone show how to create a login on the green halo site?

Q:  Why have the Architect create a Green Halo waste Plan when the GC is the one to execute the work?
A:  Sonoma County does not dictate who creates or manages the waste plan. It can be assigned to anyone involved in the project, including the homeowner or an agent of their choosing.

Q:  What happens when the GC realizes before final that he didn’t reach 65% diversion?
A:  If your project is required to comply with the Building Regulations and you fail to turn in copies of receipts or equivalent documentation as requested, submit an inaccurate or incomplete final Waste Management Plan, or submit a Waste Management Plan that does not show compliance with the Building Regulations, a stop order may be issued on the job, your final approval may be delayed, you may be requested to provide additional information, and in some cases, may be subject to a fine.  

Q:  Which facilities can be used?
A: Facilities that accept mixed C&D material for recycling are Windsor Material Recovery Facility (Pacific Sanitation) and Central Landfill.  But C & D is open to all haulers that can divert 65% per load, per the current county ordinance.

Q:  What are common C&D materials?
A: Common C&D materials include lumber, drywall, metals, masonry (brick, concrete, etc.), carpet, plastic, pipe, rocks, dirt, paper, cardboard, or green waste related to land development.
